2013 All-Star Information Update

ALL-STAR INFORMATION UPDATE:

SPECIAL NOTE: The 4th Quarter of ALL ALL-STAR games will be a running clock unless the score differential is 8 points or less.

 

The All -Star games will be held in Vallejo and in Richmond. There will be two all-star teams in each section who will play intersection games.  You will be advised which set of games you are in before the NorCal Championship games are over.

 

Practice cannot start until the Championship games are over Nov 17.  Players can expect to hear from coaches no later than Tuesday November 19.  If a player has not heard from the head coach by that date, the player should contact their league president (who should contact the president of the person who is head coach of the All-Star team) to make contact for the player.

 

Nor Cal has published the number of all-star players at 4 per team.  All-stars are selected from your team in the order filled out on the form. There may be alternate all-stars so you can list more than 4 all-stars if you have them.  Only nominate players willing and able to attend practice the Saturday before the game.  All-stars MUST be at the game to receive their free jersey.  Left over jerseys should be returned to the Conference.

 

There is only one mandatory practice and that is on Saturday before the game.  The mandatory practice can be up to 3 hours as long as one hour is chalk talk and does not involve physical activity.

 

The head coach, who in some cases will not be known until playoffs are over , is responsible to find a field and will set the time and location of the practice.  Head coaches are expected to practice at their associations local high school and are responsible to arrange for a practice facility.  Coaches can set up one optional practice during the week for 2 hours.

 

NOTE: Players must bring their own equipment except for the all-star jersey and must bring their individual PLAYER CARD (no birth certificate needed).   DO NOT GIVE THE PLAYER CARD TO ANYONE.  THE PLAYER SHOULD SHOW IT TO PROVE IDENTITY AND GIVE THE CARD BACK TO HIS ASSOCATION FOR THE FOLLOWING YEAR CERTIFICATION.

 

THE ALL-STAR PROCEDURE IS LISTED BELOW:

4.0 – NORCAL PROCEDURES REGARDING ALL-STARS

NOTE: This procedure does not apply to the Conference Midget or 8th grade all-star team that competes at Nationals.. Every team represented by a player at the Nor Cal all-star games must have a coach from that association on the coaches roster.

  1. All-Star games will be played on the Cadet through Midget levels. Games MUST BE HELD ON A SUNDAY so teams can practice the Saturday before the games.
  2. ALL-STAR SELECTION FORMULA
    Each team will have 4 all-stars per team selected by their association and submitted on schedule to the conference. Two separate associations will host a local all-star game.. Additional players may be named all-stars (i.e. extra players of need for the game or extra all-stars for D1 and D2 champs etc…) if teams drop after the deadline and jerseys have already been ordered..
  3. 22 different players must start. Players are not allowed to go both ways unless necessary due to the total number of available players falls under 22. MPR rules must be followed.
  4. No blitzing. Only defensive lineman can rush the ball carrier. No more than 6 players can line up on the line of scrimmage and be considered defensive lineman.
  5. The head coach of the Home and Visiting all-star teams will be offered to the head coach with the best record AMONG HIS AREA GROUP (other than a team traveling to Florida). If that coach declines than the coach with the next best record for the home or visitors side will be offered.
  6. All head coaches must provide a list of their all-stars in order of selection (a form will be provided). Each head coach must fill out the form with a list of players including their phone numbers in order of selection, alternating between backs and lineman and submit the information at the required time before the end of the regular season.
  7. The Head coach selects his assistant coaches from the volunteers but must include one representative from each participating team. The head coach is also responsible for determining the process for naming the starters for his all-star team and is responsible to set practice times and days (no more than 3 practice days including the Saturday before the game).
  8. FOR SAFETY REASONS A PLAYER MAY NOT PLAY IN AN ALL—STAR GAME UNLESS HE HAS ATTENDED AT LEAST ONE PRACTICE UNLESS APPROVED BY THE HEAD COACH (i.e. player plays for an all-star coach all year and knows the system etc…)

There must be a mandatory practice on Saturday the day before the game

 

Please advise players they must bring their own association equipment except for game jersey to the practice and the game.

 

If kids decline to play or do not show up at the mandatory Saturday practice, the Head coaches are responsibility to fill the squad and should add players from his own team and from assistant coaches teams to fill openings,

 

COACHES MUST CONTACT PLAYERS BY TUESDAY NIGHT. Roster can be obtained from Kim (Vallejo games) and Ranon or Denise (Richmond games).  Coaches should make sure you call your players from a cell phone so we can easily resolve any dispute where a player says he was not contacted by the head coach.

 

All-star jerseys will be handed out to the President’s (or coaches if they are there with their books) at the NorCal meeting for those all-stars who are traveling to Florida.  All other all-stars MUST be at the game to receive their free jersey.
